Preparing Rwanda’s TVET teachers for a digital future

Rwanda’s digital transformation will be shaped not only by the technologies introduced into classrooms and workplaces, but also by the teachers who help young people use them confidently, responsibly and effectively. In Technical and Vocational Education and Training (TVET), teacher readiness is therefore central to workforce readiness. Against this backdrop, the Rwanda TVET Board (RTB), the International Labour Organization (ILO) and Luxembourg Development Cooperation have recently collaborated on the Digital Skills Competency Framework for TVET Teachers in Rwanda.

As industries become increasingly digital, the skills required of young people are changing. Automation, artificial intelligence, digital platforms, data-enabled services and smarter machines demand a combination of technical competence, adaptability and responsible technology use. In response to these shifts, Rwanda’s TVET system is placing teachers' digital competence at the centre of its skills agenda. Building a future-ready workforce begins with preparing teachers to connect classroom instruction to labour-market needs and help young people transition confidently into technology-enabled work.

A competency framework such as the Digital Skills Competency Framework for TVET Teachers in Rwanda creates a shared understanding of what teachers should know, what they should be able to do and how they can progressively improve their professional practice. This is particularly important in TVET, where the trades taught in schools are increasingly influenced by digital tools, simulation technologies, online collaboration, data, digital entrepreneurship and artificial intelligence. 

Teachers therefore require competencies that go beyond basic computer literacy. They must be able to use technology to enhance lesson delivery, support blended learning, create and adapt digital content, conduct digital assessments, analyse learner data, promote online safety and introduce emerging technologies relevant to different trades.

The framework will help Rwanda move from isolated training activities to a structured, standards-based approach to teacher development. It can support teacher self-assessment, continuous professional development, certification, school planning and national monitoring of digital readiness.

The proposed framework is anchored in Rwanda’s National Digital Skills Framework, ensuring alignment with the country’s broader digital transformation priorities. It adapts national digital competencies to the specific roles and working realities of TVET teachers across areas such as ICT, construction, manufacturing, agriculture, hospitality and health. 

This alignment is important because Rwanda’s ambition to become a competitive, knowledge-based and digitally enabled economy depends on the quality and relevance of its human capital. In TVET, this ambition becomes tangible when teachers can deliver training that reflects evolving workplace demands.

The framework is being developed under RTB's leadership, with LuxDev, the Luxembourg Development Cooperation Agency, and ILO contributing complementary expertise.

Through the Digital skills for quality TVET in Rwanda project, funded by the Grand Duchy of Luxembourg and implemented by LuxDev, Luxembourg Development Cooperation is supporting Rwanda's efforts to strengthen digital skills, institutional capacity, infrastructure and teacher development within the TVET sector. ILO brings its mandate and technical perspective on skills for employability, decent work and labour-market relevance. 

Together, the partnership connects national policy, institutional capacity and labour-market demand while supporting Rwanda’s priorities for digital transformation and expanded opportunities for young people.
