Strengthening development through private sector engagement in Laos

On 3 October 2025, the Luxembourg Cooperation, in collaboration with the Lao National Chamber of Commerce and Industry (LNCCI), held a workshop on the Business Partnership Facility (BPF) and other opportunities for private sector engagement. The workshop was chaired by Mr Thanongsinh KANLAGNA, Executive Vice President of LNCCI, and co-chaired by H.E. Mr Thomas LAMMAR, Chargé d'Affaires a.i. of the Embassy of the Grand Duchy of Luxembourg in the Lao PDR. The aim was to explore the potential for private sector partnerships within Luxembourg’s development cooperation portfolio in Laos, with a particular focus on the BPF.

Led by Mr Pascal FABING, Expert for private sector and innovation at LuxDev, the Luxembourg Development Cooperation Agency, the workshop featured a training session introducing the BPF. This fund, initiated by the Luxembourg Cooperation, is designed to accelerate partnerships between a Luxembourg- or EU-based enterprise and entities (enterprises, NGOs, public institutions) based in a developing country, around an innovative project that drives commercial success and contributes to the Sustainable Development Goals.

The team also engaged with employers to better understand their needs and explore how partnerships could foster closer cooperation between development actors and the private sector.

This effort builds on strong collaboration with LNCCI and growing ties with the European Chamber of Commerce and Industry in Laos, paving the way for more inclusive and impactful development strategies.

The Business Partnership Facility is financed by the Grand Duchy of Luxembourg and implemented by LuxDev, the Luxembourg Development Cooperation Agency.
