After two weeks of learning and exchange, the Leadership Programme 2025 came to a close, celebrating 27 women from the Kosovo Security Force and the Kosovo Police who completed a six-day training course designed to strengthen leadership, communication and collaboration within the security sector. Implemented under the Jahjaga Foundation’s Women, Peace, and Security Institute (JWPSI), funded by the Grand Duchy of Luxembourg and supported by LuxDev, the Luxembourg Development Cooperation Agency, the programme created a space for women to share experiences, build confidence and enhance their leadership potential.


From training to action

During the programme, participants engaged with expert facilitators who guided them through discussions and exercises aimed at reflection, growth and teamwork. Their mentorship and professionalism were key to making this programme both inspiring and impactful.

The closing ceremony was honoured by the presence of the former President, H.E. Atifete JAHJAGA, along with Mr Eric DIETZ, Chargé d’affaires a.i. of the Luxembourg Embassy in Pristina, and Mr Giovanni TORDINI, Resident Representative of LuxDev in Kosovo. They commended the participants’ dedication and emphasised Luxembourg’s continued support for women’s empowerment in Kosovo.

This first generation of the Leadership Programme stands as a powerful example of progress and partnership. The Jahjaga Foundation remains committed to supporting these women as they shape the future of Kosovo’s security with determination and vision.

The programme forms part of a broader commitment by JWPSI to equip emerging women leaders with the tools, knowledge and networks they need to drive change. It invests not only in skills, but in the values of dialogue, inclusive participation and shared responsibility. Joint initiatives and information-sharing between crucial sectors such as the Kosovo Police and the Kosovo Security Force will foster a more coordinated response to security challenges, while advancing the Women, Peace and Security (WPS) agenda.
