Kosovo advances planning for stronger cybersecurity resilience

Kosovo has taken another step towards strengthening its cybersecurity framework through a two-day workshop to develop the Cybersecurity Strategy Action Plan for 2026–2027. Held over two days in early August 2026, the workshop was organised by the Ministry of Digitalisation and Public Administration with the support of the Sustainable and inclusive growth in Kosovo project. It brought together relevant institutions and partners to assess progress, identify outstanding actions and agree on priorities for the coming period.

During the workshop, participants reviewed the implementation of the current strategy and identified activities to be completed before it concludes. They also discussed priorities that will guide future investments, institutional planning and capacity development.

Opening the workshop, Minister of Digitalisation and Public Administration Lulëzon JAGXHIU noted that the Cybersecurity Strategy, adopted in October 2023, remains Kosovo’s main policy framework in this field. Around 66% of its activities have so far been fully or partially implemented.

The workshop comes as responsibilities for cybersecurity are being transferred to the Ministry of Digitalisation and Public Administration. Work on a new national Cybersecurity Strategy is expected to begin in early 2027, with the aim of further strengthening state capacities and increasing Kosovo’s resilience to cyber threats.

Luxembourg’s support for cybersecurity in Kosovo also includes the recently launched online cybersecurity training programme for civil servants. Developed with the Kosovo Institute of Public Administration, the programme can reach approximately 20,000 public officials through videos, practical exercises and assessments.

The programme is complemented by a dedicated cybersecurity training laboratory at the Kosovo Institute of Public Administration. The laboratory provides an environment for practical learning and supports the development of cybersecurity knowledge and skills across public institutions.
Together, the development of the new Action Plan, the online training programme for civil servants and the cybersecurity training laboratory represent key mechanisms for implementing Kosovo’s Cybersecurity Strategy. They support the translation of strategic priorities into practical action, while strengthening institutional capacities and Kosovo’s resilience to evolving cyber threats.

The Sustainable and inclusive growth in Kosovo project is funded by the Grand Duchy of Luxembourg and implemented by LuxDev, the Luxembourg Development Cooperation Agency. It aims to catalyse sustainable economic growth by fostering innovation, inclusivity and social development in a greener Kosovo. Specifically, the project endeavours to stimulate innovation and both local and foreign investments within a digitally secure and transparent ecosystem.
