Context

The partner countries of Luxembourg Cooperation often experience a high incidence of food insecurity, affecting vulnerable populations in particular. This situation is the result of a combination of structural factors: political fragility, high levels of poverty, climate change and environmental degradation.

The war in Ukraine is exacerbating the food crisis in some of Luxembourg's partner countries, particularly in the Sahel region. The region's heavy dependence on food imports and soaring prices of agricultural inputs will further deteriorate food security, particularly for disadvantaged populations.

Objectives and intervention strategy

In order to deal with this emergency situation, concrete actions to support partner countries have been identified as part of the Global response / Food security project. The Ministry of Foreign and European Affairs has given LuxDev a two-year mandate. While the Agency contributed to the selection of the projects, its role and responsibility essentially consist in ensuring the management and administrative and financial monitoring/reporting of the programmes benefiting from these actions.

Building on the experience of the Luxembourg's interventions in the fight against Covid-19 project, which supports the governments of partner countries in their fight against the Covid-19 pandemic, a similar mechanism based on the identification of interventions and support using action sheets is proposed. The actions are implemented through trusted partners, including UN agencies, international NGOs and local authorities.
