Context

Costa Rica is moving towards a more digital society, but public services still face major challenges. Many government systems operate in isolation, making it hard to share information and provide efficient services, creating inequality and limiting opportunities for innovation. When online services are available, citizens often struggle to access them. This situation results in digital divides that affect equality and efficiency. Project CONECTA addresses these issues by promoting secure data use, interoperability between institutions and inclusive digital governance. It also supports the creation of specific online services through the development of a centralised digital citizen platform. It ensures that technology becomes a tool for transparency, efficiency and equal access for all citizens.

Objectives

CONECTA aims to improve the everyday life of Costa Rican residents by making digital services simple, safe and accessible to all. It creates platforms and standards that allow institutions to share data securely and make informed decisions. By strengthening digital governance and geospatial tools, the project supports social inclusion, gender equality and environmental sustainability. It is designed to reduce gaps between regions and groups, ensuring that technology serves people and protects their rights throughout the country.

Beneficiaries

Citizens, public institutions and businesses benefit from better digital services and stronger data systems. Women, young people, migrants and those at risk of exclusion receive targeted support to close gaps and promote equal opportunities.

Target geographical area 

CONECTA operates in the Greater Metropolitan Area of Costa Rica and extends to remote regions. This approach reduces inequalities and ensures that rural communities gain access to modern and efficient digital services.

Stakeholders

The project works with Costa Rican institutions, civil society, the private sector and academia. It also emphasises the supporting role of Luxembourg organisations and institutions through technical assistance and capacity building. It combines technical expertise and financial support within a participatory approach to achieve lasting results.
