Strengthening cybersecurity skills across Kosovo’s public administration

As digital systems become central to the delivery of public services, cybersecurity has emerged as a key priority for governments worldwide. In Kosovo, strengthening the ability of public institutions to protect sensitive information and respond to cyber threats is an essential step towards building a resilient digital administration. As part of the Sustainable and inclusive growth project, financed by the Grand Duchy of Luxembourg, LuxDev is supporting the government of Kosovo in developing a comprehensive cybersecurity training programme for civil servants. The initiative aims to equip public officials with practical knowledge and skills to better safeguard government systems, protect sensitive data and respond effectively to emerging cyber risks.

The training programme will provide civil servants with essential competencies in areas such as password security, data protection, threat identification and incident response. Beyond technical knowledge, the programme is designed to foster a stronger cybersecurity culture across public institutions, helping officials recognise risks and apply secure practices in their daily work.

The programme will be developed primarily for online delivery through a modern digital learning environment, ensuring accessibility and flexibility for civil servants across institutions. At the same time, selected modules may combine online learning with hybrid or in-person training formats where practical engagement is required. Multimedia materials and interactive learning tools will support an engaging learning experience and help ensure that complex cybersecurity concepts are translated into practical skills.

The Kosovo Institute for Public Administration, operating under the Ministry of Internal Affairs, will serve as the main beneficiary of the programme. By integrating cybersecurity training into the professional development of civil servants, the initiative will contribute to strengthening institutional capacity and promoting a more secure and resilient digital administration.

This initiative forms part of Luxembourg Development Cooperation's broader support for Kosovo’s digital transformation and economic development. By strengthening cybersecurity capabilities within public institutions, the project contributes to creating a more secure and transparent digital environment—an important foundation for innovation, investment and inclusive economic growth.

In an increasingly interconnected world, building resilience against cyber threats requires not only advanced technologies but also well-trained professionals who understand how to identify risks and respond effectively. Through this programme, Kosovo is taking an important step towards strengthening its digital governance and ensuring that public institutions are better prepared to protect the systems and data on which citizens depend.

The Sustainable and inclusive growth in Kosovo project is funded by the Grand Duchy of Luxembourg and implemented by LuxDev, the Luxembourg Development Cooperation Agency. It aims to catalyse sustainable economic growth by fostering innovation, inclusivity and social development in a greener Kosovo. Specifically, the project endeavours to stimulate innovation and both local and foreign investments within a digitally secure and transparent ecosystem.
