Steering Committee meeting for Sustainable and inclusive growth in Kosovo project

Kosovo is steadily building the foundations of a more innovative, competitive and resilient economy, one that responds to today’s challenges while creating new opportunities for the future. This progress is driven by close cooperation between Kosovo’s institutions and Luxembourg Development Cooperation. Through the Sustainable and inclusive growth in Kosovo project, this partnership is supporting the systems, skills and ideas that help the economy grow along a sustainable, inclusive and European-oriented path. Recent progress and key developments were presented and discussed during the project's Steering Committee meeting, where partners reviewed achievements and aligned on the next steps forward.

As Kosovo continues its digital transformation, the importance of cybersecurity is becoming increasingly clear. Public institutions are now more connected than ever, and with that comes the need to better protect systems, data and services.

Through the project, civil servants across public institutions are being trained to respond to cyber risks, supported by the development of a national cybersecurity curriculum in cooperation with the Kosovo Institute for Public Administration. At the same time, work is progressing towards the establishment of a Cybersecurity Lab, which will serve as a central hub for strengthening national capacities.

At the heart of Kosovo’s economic transformation, Luxembourg is supporting innovation. Through the Kosovo Investment and Enterprise Support Agency, it has launched several grant schemes in ICT, green energy and the creative industries, supporting businesses to grow, compete and bring new ideas to life.

Through the Innovation Fund, dozens of companies have already received support to develop products, test solutions and expand their market potential. What makes this support effective is its practical nature: helping businesses move from concept to reality.

One example is Model Troja, a young company redefining construction in Kosovo through sustainable modular homes. Founded from a simple idea to build a more efficient and environmentally friendly house, the company quickly evolved into a growing business. With support from the innovation grant scheme, Model Troja has developed a prototype home that allowed clients to see and experience the concept firsthand, turning interest into real demand. “The grant helped us bring our concept to life. Without the prototype, it would be hard for clients to imagine what modular construction really means, ” says founder Blerta SALIHU-KRASNIQI. 

In just a short period, the company has expanded its operations, contributing to a growing sector that is increasingly export-oriented and aligned with modern, sustainable construction practices. Stories like this illustrate how targeted support can unlock entrepreneurship, create jobs and introduce new solutions to the market.

Beyond individual success stories, the project is helping strengthen the institutions that shape Kosovo’s economic environment.

Work is ongoing to support the development of Kosovo’s innovation ecosystem, including preparations for the future Innovation Fund and efforts to better align policies with the needs of businesses. At the same time, improvements in governance and digital systems are helping make institutions more transparent, efficient and responsive.

One example is the Parliament’s e-voting system, now fully operational. By modernising how decisions are recorded and shared, this system enhances transparency and brings Kosovo closer to European standards, while strengthening trust between institutions and citizens.

The progress achieved so far was recognised during the Steering Committee meeting, where partners highlighted the strong results delivered across different areas of the project, from innovation and digital security to institutional development.

The discussions reinforced a key message: sustainable growth does not happen through a single intervention, but through a combination of mutually reinforcing efforts, with innovation, governance and skills working together.

The Sustainable and inclusive growth in Kosovo project is funded by the Grand Duchy of Luxembourg and implemented by LuxDev, the Luxembourg Development Cooperation Agency. It aims to catalyse sustainable economic growth by fostering innovation, inclusivity and social development in a greener Kosovo.
