Kosovo launches online cybersecurity training programme for civil servants with Luxembourg support

Kosovo has taken an important step forward in strengthening cybersecurity awareness across the public administration with the launch of the Cybersecurity Training Programme for Civil Servants, developed with the support of the Sustainable and inclusive growth in Kosovo project. Launched at the Kosovo Institute for Public Administration (KIPA), the programme is delivered through KIPA's e-learning platform and represents the first initiative of its kind in Kosovo.

Designed to be fully accessible online, the training programme has the potential to reach up to 20,000 civil servants, with the possibility of further expansion across the wider public administration. It aims to equip civil servants with the fundamental knowledge and practical skills needed to protect data, create secure passwords, identify cyber threats, respond appropriately to incidents and handle sensitive information responsibly in their daily work. Through videos, exercises and assessments, the programme offers an interactive and practical learning experience tailored to the needs of public officials.

Speaking at the launch on 18 May 2026, the Minister of Digitalisation and Public Administration, Lulëzon JAGXHIU, underlined the importance of strengthening professional and institutional capacities in cybersecurity. He highlighted the important role of civil servants in protecting public systems and data, noting that the programme represents a significant step towards advancing professional development in public administration through e-learning and institutional digital skills development.

The launch event also included a panel discussion on the strategic importance and role of cybersecurity in the public sector, bringing together experts and institutional representatives to discuss the growing need for stronger digital resilience across government institutions.

A key feature of the programme is its long-term sustainability. By integrating the training into KIPA’s Moodle platform and digitalising the training of trainers approach, cybersecurity capacity building becomes part of the continuous professional development system of Kosovo’s civil service. This means that cybersecurity awareness will not remain a one-off activity, but will become a lasting component of public administration training. The online format also enables institutions to reach a large number of civil servants in an efficient, flexible and scalable way.

The launch of the online training programme builds on Luxembourg’s broader support for Kosovo’s cybersecurity sector. 

As part of these efforts, the Cybersecurity Laboratory, inaugurated on 20 May 2026, marks another important milestone in strengthening Kosovo’s technical capacities. Established with Luxembourg’s support, the laboratory is equipped with advanced tools for malware analysis, threat detection, reverse engineering and real-time system monitoring. It is designed to support the protection of Kosovo’s critical infrastructure and strengthen the operational capacities of the institutions responsible for cybersecurity. In addition to infrastructure, Luxembourg has supported specialised training in laboratory operations and ethical hacking, helping to ensure that technical expertise is embedded within Kosovo’s institutions.

Luxembourg’s support also includes organisational assistance to the Cybersecurity Agency, drawing on European best practices and cooperation with the Luxembourg House of Cybersecurity to help strengthen governance structures, procedures and service delivery models.

Beyond public institutions, Luxembourg is contributing to a wider cybersecurity ecosystem in Kosovo. Through partnerships between the University of Pristina and the University of Luxembourg, support is being provided to master’s and PhD students, helping to build a new generation of cybersecurity professionals and connect Kosovo more closely with the European research landscape.

At the community level, Luxembourg is also supporting civil society organisations, including those working with minority communities, to strengthen digital skills, online safety awareness and responsible digital participation. Through these combined initiatives, Luxembourg is supporting Kosovo in building a secure, inclusive and forward-looking digital future, from awareness-raising and training to advanced infrastructure, research and community resilience.

The Sustainable and inclusive growth in Kosovo project is funded by the Grand Duchy of Luxembourg and implemented by LuxDev, the Luxembourg Development Cooperation Agency. It aims to catalyse sustainable economic growth by fostering innovation, inclusivity and social development in a greener Kosovo. Specifically, the project endeavours to stimulate innovation and both local and foreign investments within a digitally secure and transparent ecosystem.
