Advancing digital transformation in the energy sector

On 30 and 31 March 2026, representatives from institutions across Kosovo’s energy sector gathered in Istog, in western Kosovo, for a dedicated two‑day workshop focused on testing and validating the digital reporting platform designed to support the monitoring of the country’s Energy Strategy Implementation Plan 2022–2025. Organised by the Ministry of Economy in cooperation with the LuxDev teams under the Energy transition and climate mitigation in Kosovo project, the workshop marked an important step towards modernising how data are collected, managed, reported and communicated among institutions responsible for the country’s energy transition.

Participants were introduced to the newly developed digital platform, designed to digitise the collection, aggregation and analysis of data related to the monitoring of the Energy Strategy of the Republic of Kosovo (ESRK) 2022–2031 and its Implementation Programme 2022–2025. The platform will be able to accommodate the new implementation programme for 2026–2028 following its anticipated approval.

The platform aims to:

• centralise and systematise energy sector data;
• monitor the implementation of the ESRK 2022–2031 through the tracking of key indicators;
• streamline reporting workflows, including activities under the three-year implementation programme;
• reduce manual and fragmented processes;
• support reliable, real‑time and evidence-based decision-making.

During the two days, participants engaged in practical sessions that allowed them to explore the platform’s features, understand its reporting structure and test data entry methods directly within the system. The identified bottlenecks were discussed and the necessary improvements were incorporated into the platform.

The workshop went beyond technical demonstrations by fostering a collaborative environment where institutions openly exchanged insights on the challenges they face in collecting data, discussed and aligned their roles and responsibilities within the reporting cycle, and identified practical opportunities to improve the consistency and quality of the data they provide. 

This cooperation also helped strengthen coordination across institutions, building a more unified approach to national reporting. Altogether, these exchanges underscored the importance of harmonised data flows and reaffirmed the shared commitment to supporting Kosovo’s energy transition.

With improved tools and clearer workflows, participants are now better prepared to contribute to a more transparent, accurate and coordinated reporting system. Moreover, this will support the Ministry of Economy in moving towards more evidence-based decision-making by using data analysis to inform policy design and adjustments in the energy sector.

As Kosovo advances its journey towards a modern and sustainable energy future, this workshop represents an important step in building the digital foundations needed to support long-term progress.

The Energy transition and climate mitigation in Kosovo project is funded by the Grand Duchy of Luxembourg and implemented by LuxDev, the Luxembourg Development Cooperation Agency. It is a comprehensive effort to address Kosovo’s energy challenges. Its primary goal is to facilitate the adoption of energy efficiency practices and renewable energy sources, thereby supporting Kosovo’s transition to clean energy. By optimising energy consumption and reducing carbon emissions, the project addresses critical challenges such as inefficient energy use and the low share of renewables in electricity generation. This transition is essential for both environmental and economic reasons, setting the stage for a more sustainable and resilient energy sector.
